BPA-Free Thermal Labels: Which Rolls Are BPS-Free in the EU

Every thermal label sold in the EU has been BPA-free since January 2020, so "BPA-free thermal labels" on a quote tells you almost nothing. Most manufacturers replaced bisphenol A with bisphenol S, and BPS is now the substance buyers, tenders and safety officers ask about. A REACH restriction covering BPS was formally announced in April 2026. It is not law yet, but customers in food retail, pharmacy and public procurement are already writing "BPS-free" into specifications.

This guide matches the claim on the roll to the job, using Zebra media we stock, and shows the one route that removes the question entirely.

Which BPA-free thermal labels should you order for each job?

Your situation Order this
Parcel labels for Omniva, DPD or Venipak, no customer requirement Zebra Z-Perform 1000D 800284-605, 101.6 x 152.4 mm. BPA-free, which meets EU law. No BPS-free claim
Parcel labels where the customer or tender demands BPS-free Zebra Z-Select 2000D 800264-605, 102 x 152 mm, 475 labels, desktop 25.4 mm core
Shelf, price and food retail labels handled all shift Zebra Z-Select 2000D 880199-025D, 51 x 25 mm, 2580 labels. Removable version: 800261-107, 38 x 25 mm
High-volume shipping on an industrial printer, 76 mm core Zebra Z-Select 2000D 800740-605, 102 x 152 mm, 1142 labels
Mobile printer, QL420 class, 19 mm core Zebra Z-Select 2000D 3003074, 101.6 x 152.4 mm, black mark

Every Z-Select 2000D roll above is listed as free of BPA and BPS. Z-Perform 1000D labels are listed as BPA-free only.

What does EU law actually require for thermal paper today?

Three separate rules get mixed up in sales conversations. Only one of them sets a limit for thermal labels and receipts right now.

Rule What it covers Date Status
REACH Annex XVII, entry 66 (Regulation (EU) 2016/2235) BPA in thermal paper at 0.02 % by weight or more may not be placed on the market Applies after 2 January 2020 In force
Regulation (EU) 2024/3190 BPA and other hazardous bisphenols in food contact adhesives, printing inks, plastics, rubber, silicones, varnishes and coatings In force 20 January 2025, main transition ended 20 July 2026 In force, food contact only
REACH restriction on bisphenols, proposed by Germany A group of bisphenols, including BPS, in uses such as thermal paper Intention submitted 23 April 2026, full dossier expected March 2027 Proposal. Opinions expected 2027 to 2029, decision 2029 or later

So today a thermal label is legal in the EU if it is BPA-free. BPS-free is a customer or tender requirement, not a legal one. The food contact regulation matters only if a label or its adhesive touches food directly, and even then the declaration you need comes from the media maker. ECHA keeps the current state of the bisphenol work on its bisphenols overview.

BPA-free, BPS-free, phenol-free: what does each claim mean?

Direct thermal paper darkens because a dye and a developer in the coating react under heat. The developer is the chemical that matters here.

Claim on the roll What it tells you What it does not tell you
BPA-free Meets the 2020 EU limit Whether BPS or another bisphenol replaced it. Often it did
BPS-free Neither BPA nor BPS is the developer Which developer is used instead, or whether another bisphenol is present
Phenol-free No phenolic developer at all. Zebra Z-Perform 1000D PF uses a vitamin C based developer Image life and heat resistance, which you still check on the spec sheet
Thermal transfer paper No heat-sensitive coating on the face, the image comes from the ribbon Nothing missing for this question, but you now buy and stock ribbon

Zebra states that all its products have been BPA-free since November 2019. Its own BPS fact sheet then lists the materials that do contain BPS, and some of them are rolls people buy every week: the Z-Perform 1000D receipt papers, the ZeroLiner 1100D, 2000D and 4500D linerless media, Z-Perform 2000D, Z-Select 4000D and the 8000D High Temp range. If your linerless roll is ZeroLiner 2000D, such as ZIPZLM3017634, it is BPA-free and it contains BPS. That is legal, and it is worth knowing before a customer asks.

Which Zebra labels are BPS-free, and what do you give up?

For desktop and industrial label work, the practical BPS-free choice in our range is Zebra Z-Select 2000D. It is a premium coated direct thermal paper, and the coating is the point: it protects the printhead and the image from light handling. The trade-offs are the same as any direct thermal paper.

Spec Z-Select 2000D Z-Perform 1000D PF (phenol-free, for comparison)

Adhesive Permanent rubber Permanent acrylic
Minimum application temperature 0 °C 3 °C
Service temperature -40 to 50 °C -54 to 93 °C

Food contact Zebra cites EC 1935/2004 for dry and moist non-fatty foods Check the current spec sheet

We do not currently list Z-Perform 1000D PF. It is shown so you can see what a phenol-free spec looks like when a tender asks for one. Note the application temperature on both: neither should be applied to a carton that is already below freezing.

The honest part: if your labels are courier labels that live for three days on a box and go in the recycling, Z-Perform 1000D is legal, cheaper and fine. Staff touch each label once. The case for BPS-free media is strongest where the same people handle paper all day, such as checkout, deli and pharmacy counters, and where a buyer has written it into the contract.

How do you take bisphenols out of the label completely?

Switch the job to thermal transfer. Thermal transfer label stock has no heat-sensitive coating, so there is no developer to ask about. The printer melts ink from a ribbon onto plain coated paper or a synthetic face. A 100 x 60 mm semi-gloss paper label such as KK070136 with a 110 mm Zebra 2300 wax ribbon is the basic pairing for a desktop printer.

The cost is a second consumable and a printer that supports transfer mode. Direct thermal only models such as the Zebra ZD421d cannot do it, while the ZD421t and ZD621t can. Thermal transfer also gives a longer image life, so for carton and archive labels it often pays for itself on durability alone.

What about receipt rolls?

The REACH BPA limit covers receipts in the same way as labels. Zebra lists its Z-Perform 1000D receipt papers among the products that contain BPS. If you need BPS-free receipts, ask for the declaration for the exact roll and width before you order a pallet, because receipt paper is often sourced differently from label stock even under one brand. Our thermal receipt paper range lists core, width and diameter in each title.

Common questions

Is BPS banned in the EU? Not in thermal paper, as of October 2026. Germany has started a REACH restriction process for a group of bisphenols including BPS. Expect a decision in 2029 or later, followed by a transition period.

Do BPS-free labels need different printer settings? Usually not on Zebra Z-Select 2000D. If you change paper brand, print a test label and check the barcode grade, because different coatings respond differently to the same darkness setting.

Can I put Z-Select 2000D labels directly on food? Zebra cites EU food contact compliance for dry and moist non-fatty foods. For fatty foods such as cheese or meat with direct contact, ask for the declaration first.

Are linerless labels BPS-free? Zebra ZeroLiner 1100D, 2000D and 4500D are listed by Zebra as containing BPS. Linerless saves liner waste, but it does not solve the bisphenol question.

How do I prove BPS-free to an auditor? Keep the manufacturer declaration for the exact part number on file. A product title is a starting point, the declaration is the evidence.

Ordering BPS-free labels

Decide first whether BPS-free is a contract requirement or a preference. If it is required, order Z-Select 2000D in the size and core your printer takes, or move the job to thermal transfer and remove the question. If it is not, BPA-free Z-Perform 1000D is legal and does the job. The full thermal label range lists material, adhesive, core and roll size in each title, and matching thermal transfer ribbons are listed by width and length.
